Prototyping Management Information System of Government Institution’s Performance Accountability Report at Yogyakarta Provincial Health Office

Background: Improvement to the governmental institutions’ accountability and responsibility to public is highly desirable as the realization of good governance. Decentralization makes local government institutions, including health offices, implementing local autonomous and working-based budget. Yogyakarta Provincial Health office has tried to set up a reporting system, nevertheless there were some problems related to the accuracy, and timeliness of the results. Thus, it is important to develop a prototype of management information system to present a well organized government institution‘s performance accountability report in Yogyakarta Provincial Health Office.

Objective: Developing a prototype of management information system of government institution’s performance accountability report and evaluating its design appropriateness for the Yogyakarta Provincial Health Office.

Methods: A qualitative study was held to describe each step in developing the prototype by using action research approach. 26 staf of Yogyakarta Provincial Health Office were included in this study which consisted of Head Division of Program Maintenance, Head Section of Monitoring and Evaluation, and editorial staff of the government institution‘s performance accountability report.

Results: The user and stakeholders needed a software which provide format of the government institution’s performance accountability report. Considering to the user needs, a software prototype was built and implemented in the Yogyakarta Provincial Health Office. Since it has been implemented, the report making process could be faster for 25% than before.Most of the users felt that this implementation delivered benefit in term of time efficiency.

Conclusion: The implementation of new software was effective to solve the existed problems in making the government institution’s performance accountability report. The making process spent less time than before using the software. In addition, it would affect to the improvement of report’s accuracy and timeliness.

Developing an Information System of Mother and Child Health Program at Tanjung Balai Municipality Health Office, North Sumatera

Abstract

Background:The objective of mother and child health program is to improve heath status of mother and child optimally. This objective could be supprted by the data and information availability which supported planning, implementation, monitoring, and evaluation of the provided health services. Sometimes, this mother and child health program has not been supported with a good information system for data recording, processing, and analysis. It also happened at Tanjung Balai Municipality Health Office.

Objective: Identifying the existed information system and developing a computer-based information system to ease process of data recording, processing, and analysis of mother and children health program at Tanjung Balai Municipality Health Office.

Methods: This was a qualitative study with action research approach. Information and data were gathered by observation, document review, and in-depth interview. The subject were 5 persons, consisted of the health office head, head division of public health maintenance, head section of family health, and 2 staff of mother and child health program.

Results: Prototype of mother and child health information system were developed based on the user needs of mother and child health reporting format, and facilities to make graphics and data analysis. Since the new system implementation, the reports availability could be more timely, accurate, and relevant.

Conclusion: Development of this information system at Tanjung Balai health Office delivered improvement to the efficiency of operational program. Mother and Child Health report could be presented more timely and accurate. In addition, the new system’s outputs were more qualified that the previous outputs with manual system.

Prototype Development of Open Source-Based Personnel Management Information System (SIMKA) at Pariaman Health Office in the Year of 2007

Background: Pariaman Municipality’s Health Office is one of important institutions which support the quality of health care services. Until now, it has some problems about manual and conventional staff and health officers records, staff promotion program, and unsophisticated and incomplete staff data. Actually, government has already provided the SIMKA software for free, but it has not been implemented yet. The causes are the system is not open source so that it is difficult to update data, and there is no trained and skilled attendants to operate the system. Therefore, implementation of the open source-based SIMKA, perhaps, is helpful in monitoring human resources’ potentials.

Objective: The study was aimed to develop a system of staff management information at Pariaman Municipality’s Health Office in supporting the availability of managerial task implementation and improving the quality of decision making. It included needs assessment, prototype designing, prototype design implementation, and prototype design evaluation.

Methods: The study was a qualitative research with an action research method to explore the need of information deeply that would be analyzed, presented, and approved as design of staff’s information system.

Results: The result of the staff information system was the integrated and comprehensive data to produce a complete and comprehensive system. After the prototype implementation, there was positive responds from the management staff and related parties; they could access the data easier and faster only by inserting a code. The prototype affected the data processing which could be done efficiently, gathered unlimited data, quicker data browsing, and properly data saving.

Conclussion: Prototype by modern technology could improve the monitoring of staff activities, and the effectiveness of used application because the prototype was applicable. It is suggested that the staff sustain the system in order it can be used in a long time.

Development of Dengue Hemorrhagic Fever Surveillance Information System at Health Office of Samarinda Municipality

Background: Samarinda Municipality is a dengue hemorrhagic fever (DHF) endemic area. The number of DHF cases is increasing every year; however, efforts of their prevention have not been optimum. DHF surveillance program is not supported by adequate information system, in terms of recording, processing and analysis. The development of information and technology system has encouraged the researcher to develop computer-based DHF surveillance information system at District Health Office of Samarinda.

Objective: The objective of this study was identifying the existing DHF surveillance information system and developing computer-based DHF surveillance information system to assist the process of recording, processing and analysis of DHF data to support DHF alert system at Samarinda Municipality.

Methods: This was a qualitative descriptive study with action research approach. Information was obtained from literature study, observation, and in-depth interview. Analysis unit of the study was Disease Monitoring Section of Samarinda Health Office. Steps of action research started from investigation of the existing surveillance system, problem identification and need analysis, creation of prototype, testing of prototype and implementation.

Results: The existing DHF surveillance system was not well functioned; i.e. redundant data processing, inaccurate data, delayed reporting which caused difficulties in controlling DHF at Samarinda Municipality. Prototype of DHF surveillance information system (SIS-DBD) was made collaboratively between the researcher and participants. The system produced a report and analysis of DHF automatically based on individual characteristics, place and time. This prototype could minimize duplication of works, accelerate data processing and analysis, and provide more accurate and comprehensive data.

Conclusion: Computer-based SIS-DBD could cope problems of the existing DHF data recording, processing, and analyzing system through the provision of accurate and real-time DHF information as needed. This could support the function of DHF early warning and monitoring system at Samarinda Municipality.

Prototype Development of Maternal and Child Health Information System for District Level in Central Sulawesi

Background: Maternal & child health information system for district level is based on integrated local government clinic recording and reporting system and local monitoring system. Until now, the system is conducted manually in Province of Central Sulawesi. It is supported by simply computer technology without any specific application and database system.

Objective: This research is aimed to explain MCH prototype development process supported with action research method.

Methods. A descriptive qualitative with action research approach was used to explore every steps of the process in developing MCH information system. This method was chosen to enhance collaboration between researcher and user’s in order to continue the application based on the user’s needs.

Results: System was developed together with 5 participants. We have developed a new system which has capability to produce graphic automatically from the database. The system was developed based on the need of a standard application for reporting to Province office.

Conclusion: Collaboration between the researcher and participants in developing the prototype resulted an application which is more applicable and easier.
